He was originally a police officer serving in Sarawak and was transferred by the Royal Malaysia Police to Perak to be promoted and serve as the Police Chief of Perak Darul Ridzuan.
The tragic event that befell the Perak Police Chief occurred on November 13, 1975. Tan Sri Khoo Chong Kong was on his way home to Jalan Tower from Jalan Raja DiHilir for lunch in his official vehicle. There were 3 individuals in the vehicle: the driver, his escort Sergeant Yeung Peng Chong, and Tan Sri Khoo Chong Kong himself. When the official vehicle carrying the Perak Police Chief stopped at the traffic lights on Jalan Hospital, two men riding a motorcycle, disguised as students in white uniforms, stopped beside the vehicle. Without warning, both communist terrorists opened fire repeatedly at the driver, the escort Sergeant Yeung Peng Chong, and Tan Sri Khoo Chong Kong.
The escort, Sergeant Yeung Peng Chong, and the driver of the official vehicle were reported to have died at the scene, while Tan Sri Khoo Chong Kong (Perak Police Chief), who was in critical condition, was rushed to a nearby hospital just 100 meters away. However, he could not be saved and passed away due to the severe injuries sustained from the shots fired by the two communist terrorists.
The Perak Police Chief was one of the targets identified by the communist terrorists. Many police officers and Special Branch personnel had been targeted before the attack on Tan Sri Khoo Chong Kong was carried out. To honor the services of Tan Sri Khoo Chong Kong, the Yang di-Pertuan Agong bestowed the highest honor, the Tan Sri title, upon him. There are also roads in Ipoh named after him, namely Jalan Koo Chong Kong and Jalan Koo Chong Kong 2. This is one example of the cruelty of communist terrorists, whose true cause remains unknown.
