Perak Government Introduces Guidelines for Cave Temple Development

The Perak State Government has approved the Guidelines for the Development and Safety of Cave Temples to ensure that the management of religious sites in these locations is carried out in an orderly, safe, and sustainable manner.

The meeting of the Perak State Cave and Foothill Development Special Committee held on May 5, 2025, finalized the new framework, which includes application procedures, technical safety requirements, and the responsibilities of relevant parties in complying with the regulations.

This is the first time a structured policy has been introduced to regulate houses of worship in cave areas, which previously operated without clear guidelines. This framework is expected to serve as a comprehensive reference for existing and future developments, while preventing uncontrolled issues such as illegal construction or safety risks.

Strict Directive: Stop Construction Work Without Authorization

The Perak State Government emphasized that all 14 cave temples on state land have been issued official notices to stop all construction work until the guidelines are fully finalized. However, recent reports indicate that some parties are still violating the directive.

According to Sandrea Ng, further action will be taken based on the law to ensure public safety.

Balance Between Religious Freedom and Sustainable Development

The State Government reaffirms its commitment to religious freedom but emphasizes that aspects of safety and environmental sustainability must be prioritized.

“We want to achieve the best solution through an inclusive approach, where spiritual heritage and the environment can be preserved without neglecting planned development,” explained a government representative.

With the implementation of these guidelines, it is hoped that issues regarding cave temples can be resolved systematically, while ensuring these areas are safe for all parties.
