TAN SRI DATO’ SERI MOHD ANNUAR BIN ZAINI: Administrator and Thinker
Biography of Tan Sri Dato' Seri Mohd Annuar Zaini, a respected administrator and thinker who has dedicated his service to the public, corporate, and religious sectors in Malaysia.
In the landscape of public administration and national development, the name Tan Sri Dato' Seri Mohd Annuar bin Zaini stands out as a respected figure known for his firmness, authority, sharp intellect, and extensive experience across the public, corporate, and state institutional sectors. His ability to combine expertise in administration, economics, diplomacy, and strategic development has established him as an administrator recognized for his dynamic nature, critical thinking, candor, innovation, and courage to cross new boundaries and implement shifts in approaches and work culture when fulfilling the responsibilities entrusted to him.
Currently, he holds the trust as the President of the Perak Islamic Religious and Malay Custom Council, an institution responsible for preserving the sanctity of Islam, strengthening Islamic propagation, and upholding Malay customs in the State of Perak. Starting in 2022, he was appointed to represent the state of Perak on the National Islamic Affairs Management Committee, and from 2024, he was appointed to represent Perak on the National Council for Islamic Religious Affairs.
Since 2004, he has been appointed as a Member of the Perak State Council of Elders (Dewan Negara Perak), and in 2019, he was appointed as a Member of the Perak State Pardons Board; these two appointments reflect the recognition and trust of His Royal Highness the Sultan of Perak in his wisdom and authority.
Born in Kampung Boyan, Taiping on October 16, 1951, he began his schooling at Sekolah Umum Taiping in 1958. When his family moved to Ipoh, he continued his first-grade education at Conolly Road School Ipoh, then at Sekolah Kebangsaan Jalan Pasir Putih Ipoh until the fourth grade. In 1962, he was selected to pursue primary education at Sekolah Jenis Kebangsaan (Inggeris) Jalan Pasir Puteh. His secondary schooling began at Sekolah Menengah Rendah Sri Kepayang, Fair Park Ipoh. From 1968 to 1972, he attended upper secondary school at Anderson School Ipoh. Before furthering his studies at university, he worked as a temporary teacher at Sekolah Raja Perempuan Takyah Ipoh and as a clerk at Bank Bumiputera Ipoh.
He successfully obtained a Bachelor of Arts (Economics) from the Faculty of Social Sciences and Humanities, Universiti Kebangsaan Malaysia in 1977, and a Master of Arts in Law and Diplomacy from The Fletcher School of Law and Diplomacy, Tufts University, United States. This educational exposure at an international-level institution not only strengthened his knowledge base but also shaped a global perspective that later became a key strength in his leadership, analysis, and policy formulation.
He began his career in government when he was selected to join the Administrative and Diplomatic Service on September 19, 1977, and was placed at the Ministry of Culture, Youth and Sports, followed by a placement at the National Security Council. From 1981 to 1986, he served as Senior Private Secretary to Dato’ Musa Hitam (Tun), who was then the Deputy Prime Minister and Minister of Home Affairs. This period provided invaluable experience in the country's highest administration and strengthened his understanding of local political culture, national policies, security, international relations, and government governance. Following the resignation of Dato’ Musa Hitam (Tun) as Deputy Prime Minister and Minister of Home Affairs, he was placed at the Ministry of Energy, Telecommunications and Posts, the Ministry of Defence, and the Ministry of Health. From 1989 to 1991, he chose to pursue postgraduate studies in the United States.
After completing his postgraduate studies, with the intention of caring for his ailing parents, he chose to be placed in Perak and began his service in the state as Chief Assistant Director of the State Economic Planning Unit from 1991 to 1993, then was entrusted to lead Yayasan Perak as General Manager starting in 1993 until he chose to retire from the public service in 1999. While at Yayasan Perak, he played a key role in strengthening education and human capital development programs, expanding access to education, and implementing various welfare initiatives for the well-being of the people of Perak. He was a key driving force behind the establishment of The Royal Perak Medical College, Tenby International School, Hospital Pantai Puteri Ipoh, and tourism projects in Pasir Salak and Gua Tempurung.
After retiring from government service, he took on the responsibility as a Senior Fellow at the Institute of Strategic and International Studies (ISIS) (1999-2000). From 2000 to 2001, he joined the private sector, appointed as Social Development Planner for the MRCB President's Office (2000-2001) and Executive Director of Berjaya Corporation Berhad (2001-2004). At the request of Prime Minister Dato Seri Abdullah Ahmad Badawi (Tun), he returned to serve in government institutions when appointed as Chairman of the Malaysian National News Agency (BERNAMA 2004-2010), Advisor to the Prime Minister, and Chief Executive of the Northern Corridor Implementation Authority (2007-2009). He was also appointed to the Advisory Board of the Public Complaints Bureau in the Prime Minister's Department.
He has also played a role in various educational institutions, serving as a member of the Board of Directors of Universiti Malaya (2005-2009 and 2014-2019), Chairman of the University Malaya Medical Centre (2005-2007), Chairman of the Board of Directors of University Malaya Specialist Centre (2007-2009; 2014-2018), Honorary Consultant at the Vice-Chancellor's Office of Universiti Teknologi Mara (2008-2010), Chairman of the sponsoring body for ASEAN SHEFFIELD Medical College (1994-1998), member of the Board of Directors of Royal Perak Medical College (2005-2011), Chairman of the Board of Directors of International University of Malaya-Wales Sdn Bhd (2015-2019), and Adjunct Professor at the Northern Corridor Economic Region Research Centre, Universiti Utara Malaysia (2008-2010). In 2025, he was appointed as Pro-Chancellor of Universiti Malaya.
Throughout his career, he has also been entrusted to serve on various boards of directors for public listed companies, private companies, and government-linked agencies. He has served as a board member for public companies listed on the Bursa Malaysia, including Propel Berhad (2000-2003), Linkedua Malaysia Berhad (2000-2007), Malaysia Airline System Berhad (2005-2011), Plus Expressway Berhad (2007-2012), Tropicana Corporation Berhad (2007-2015), and Manulife Holdings Berhad (2011-2020).
Currently, he is entrusted as Chairman of UDA Holdings Berhad (since March 2023), a member of the Board of Directors of PERKESO (since 2020), Senior Advisor for International Affairs to the Chairman of the Malaysian Communications and Multimedia Commission (since 2024), Chairman of 7-Eleven Holdings Berhad (since 2025), and Chairman of Steel Hawk Berhad (since 2026).
Among non-listed companies, he is currently the Chairman of Metropolitan Utilities Sdn Bhd (since 1997), Ipoh Sentral Development Sdn Bhd (since 2020), MRCB Land Sdn Bhd (since 2020), Country Annexe Sdn. Bhd (since 2020), BBCC Development Sdn Bhd (since 2023), Ekowood International Berhad (since 2025), and Chairman of Aturan Lagenda Sdn. Bhd (since 2026).
His involvement in various institutions and companies reflects the continued confidence in his ability to provide strategic contributions, insights, and high-impact leadership.
He married Zavirah Shaari in 1979, an educator who has greatly supported his career journey. The couple is blessed with two children, a son and a daughter.
Recognizing his service and contributions to the state and country, in 1999 he was awarded the Darjah was awarded the Darjah Dato Paduka Mahkota Perak (DPMP) by His Royal Highness the Sultan of Perak, followed by the Darjah Dato Seri Paduka Mahkota Perak (SPMP) in 2008. He was also among the 25 individuals selected to be awarded the Darjah Dato' Seri Azlanii (D.S.A.) in conjunction with the Silver Jubilee celebration of Sultan Azlan Muhibbuddin Shah's 25-year reign in 2009. In 2007, he was awarded the Darjah Seri Panglima Darjah Kinabalu (SPDK) by the Head of State of Sabah, and in 2022, he was awarded the Darjah Panglima Setia Mahkota (PSM) by the Yang di-Pertuan Agong.
These awards are symbols of the high appreciation from the state and nation for an individual who has dedicated a large part of his life to public service, national development, and social progress.
