Raja Billah was a member of the Mandailing royalty who was both influential and wealthy. He built a mansion known as Istana Billah. The mansion still stands proudly in Papan, Perak today.

Istana Billah features the design of an impressive wooden mansion. Its attractive and neat interior decorative art is a testament to the continuity of the architectural style of the Mandailing royal houses, or Bagas Godang.

The palace is situated on a hill and stands beautifully. It is truly captivating and reflects the grandeur of Raja Billah as a nobleman of Sumatran descent. Raja Billah built his home in Perak as a place to spend the remainder of his life. Construction of the palace was fully completed in 1896. To this day, this mansion is considered the largest building in Papan, Perak. Since Raja Billah was the headman (penghulu) of Papan at the time, his house also functioned as a Sapo Godang, a place for nobles to hold council. Historically, it was used for weddings, celebrations, and other official functions. Most importantly, the primary motive for building Istana Billah was to serve as a center for deliberation and meetings for the Mandailing community and Muslims from the West Kinta region. Many of them would meet with Raja Billah to discuss problems they faced and propose development suggestions, particularly after Friday prayers at the Old Papan Mosque.

Some residents around Istana Billah consider the house to be filled with various mysteries and strange phenomena. This is evidenced by the age of the house, which is old, dilapidated, and rarely well-maintained by the descendants of Raja Billah, the Mandailing community, or the authorities. Currently, there is a zinc gate and a locked fence surrounding the yard to prevent outsiders from trespassing or engaging in immoral activities. Istana Billah is also quite famous for paranormal phenomena and the presence of spirits, as highlighted in the television drama production 'Warkah Terakhir' and the documentary film 'Penunggu Istana', which was widely screened in cinemas across Malaysia.
