The Final Royal Decree and Message Three Days Before the Passing of the 33rd Sultan of Perak

On January 27, 1984, three days before the late Sultan Idris Shah II (the 33rd Sultan of Perak) passed away, he wrote an official letter as a royal decree addressed to the Honorable President of the Council and the Head of the Perak Islamic Religious Affairs Department.

The following is the official letter written by the late Sultan Idris Shah II (the 33rd Sultan of Perak) to the Head of the Perak Islamic Religious Affairs Department, which was published in the Suara Majlis magazine for the February 1984 edition. Istana Iskandariah, Kuala Kangsar January 27, 1984 President of the Perak Islamic Council. It is my decree that, considering the current situation regarding the interpretation and requirements of the Islamic religion which are spreading widely in this state, I hereby direct the Religious Council to carry out outreach and explain the requirements of Islam in a way that provides more impact and knowledge to Muslims. There is so much knowledge and meaning of life contained within the Al-Quran, but interpretations are not being made according to their true intent and purpose in line with the current times and era. Most explanations delivered to the public are done in a way that causes boredom and fear. It should be done so that the explanation and requirements of Islam inspire the teachings of Prophet Muhammad SAW and devotion to Allah. Give Muslims awareness and the vitality to live on this earth while preparing for the importance of the afterlife. Do not follow only one path for the afterlife while neglecting life in this world. Explanations and clarifications should be provided on how to live as a Muslim, fulfilling the requirements of the religion in this world and the hereafter. Courses for lecturers and seminars should be held to find ways to achieve what I have directed. Most lecturers merely provide existing explanations and evoke fear, but if explanations are given so that feelings are not offended and love for their religion is fostered, it will bring more benefit and utility to those who are Muslim. How many children today do not understand or grasp the meaning and sanctity of Islam. They must be made to understand for their physical and spiritual benefit, and where these matters lie within themselves. I hope this matter can be addressed and will provide widespread benefit and support from among the Muslims in this state. Thus it is decreed, and please take action as soon as possible.
