Datuk Rumaizi Baharin Concludes His Tenure as Mayor of Ipoh
IPOH: After nearly five years of leading the capital of Perak, Datuk Rumaizi Baharin concludes his duties as Mayor of Ipoh this March 31 with a sense of pride over the major transformations achieved. When he first took the helm on April 1, 2020—in the midst of the COVID-19 pandemic crisis—Ipoh was often labeled a "retirement town" with a concerning poverty rate. However, today, that narrative has changed.
Changing Negative Perceptions: Ipoh Is No Longer a Retirement Town
Datuk Rumaizi admits that one of his greatest achievements was changing the public perception of Ipoh. "When I first took this position, Ipoh was known as a city with a high poverty rate. Many assumed it was only suitable for senior citizens wanting to spend their remaining years. But, I saw great potential to redevelop the city's image," he said in his final press conference after chairing the March Full Council Meeting.
According to data from the Department of Statistics Malaysia (2023), the urban poverty rate in Ipoh has decreased by 32% since 2020, thanks to the implementation of inclusive economic programs and targeted community assistance. "Poverty is not just a statistic—it is the root of various social problems such as crime and life instability. We acted quickly through initiatives like the Ipoh Donut Economic Program, which combines sustainable development with social justice," Rumaizi explained.
International Recognition: Scroll of Honour from UN-Habitat
One of the most meaningful moments for Rumaizi was when the Ipoh City Council (MBI) received the Scroll of Honour from UN-Habitat in 2023 in Mexico. The prestigious award recognizes Ipoh's efforts in implementing the donut economy—a development concept that balances human needs with environmental sustainability.
"Since the United Nations (UN) was established in 1945, only 197 entities worldwide have received this recognition. Malaysia only has three recipients, and MBI is the first city council to be awarded for our donut economy approach," he said proudly.
Tourism Innovation: Tasik Cermin and Cultural Heritage
In addition to focusing on socioeconomic development, Rumaizi also intensified the tourism sector. Tasik Cermin, a hidden destination in Ipoh, successfully attracted the attention of domestic and international tourists after being highlighted as a viral photography location. "We do not want Ipoh to be known only for food and caves—we created a new narrative through unique destinations like Tasik Cermin and the Trail of Time heritage route," he said.
According to the 2023 Perak Tourism Report, the number of tourists to Ipoh increased by 40% over three years, contributing nearly RM2.8 billion to the state economy.
Pro-People Leadership: MBI Prihatin Assistance and Administrative Efficiency
MBI Council Member Chief Whip, Datuk Mazlan Abdul Rahman, praised Rumaizi as a leader who prioritizes the people's needs. "He accelerated the approval process for community projects and increased allocations for Council Members to help residents. The MBI Prihatin Assistance program has had a major impact on poor families and lower-level staff," said Mazlan.
Other initiatives implemented include:
- Ipoh Micro-Entrepreneur Program – Financing over 500 small traders.
- Infrastructure Modernization – Upgrading public transport systems and pedestrian walkways.
- Digital Education – Collaboration with local universities for technology skills training.
Legacy of Ipoh's Youngest Mayor
Rumaizi, who was appointed at the age of 45, is the youngest Mayor in Ipoh's history. Holding a Master's in Land Administration and Management from UTM, he brought a fresh approach to city administration. "I am a true son of Ipoh. Bringing positive change to my own birthplace is a responsibility, not just a job," he said.
Challenges and Hopes for Ipoh's Future
Although much progress has been made, Rumaizi admits there is still room for improvement. "Issues such as public transport and solid waste management require long-term solutions. I hope the new leadership will continue this sustainable development agenda," he said.
In closing, Rumaizi advised: "Ipoh is not just an old city—it is a city that continues to breathe, grow, and innovate. If we work together, nothing is impossible."
With the legacy he leaves behind, Ipoh is now no longer just a "retirement town," but a dynamic city ready to compete on the global stage.
We at Orang Perak would like to express our deepest gratitude for the service and dedication of Datuk Rumaizi Baharin throughout his tenure as Mayor of Ipoh.
